What is CRMLA Annual Report?

CRMLA Annual Report

CRMLA Annual Report provides statistical information on the activities of mortgage lenders and servicers that are licensed under the California Residential Mortgage Lending Act (CRMLA). The historical trends in the report can be used to gauge the direction of the mortgage activities in California.

CRMLA Annual Report is also known as "Annual Report: Operations of Residential Mortgage Lenders and Servicers Licensed under the California Residential Mortgage Lending Act". The report is published by the California Department of Business Oversight at its CRMLA Annual Report webpage.

How is the Report Developed?

Each CRMLA licensee is required to provide a report containing lending and servicing data for the calendar year to the Commissioner of Business Oversight by March 1 of the following year. The report must be submitted in a form prescribed by the DBO and includes information such as loans originated, loans brokered, loans serviced, foreclosures, and other information. The DBO uses this data, along with licensing information, to compile the CRMLA Annual Report for the previous calendar year.

Contents of the CRMLA Report

The report provides the following lending and servicing data:

  1. Loans Originated and Brokered: The number and principal amount of loans originated, and the number and principal amount of loans brokered during the calendar year.
  2. Servicing Data: The aggregate monthly average amount of loans serviced.
  3. Non-Traditional Mortgage Data: The number of licensees that originated or arranged adjustable rate mortgage loans or other non-traditional mortgage loans. Additionally, the report includes data on the aggregate number and loan amounts of non-traditional mortgage loans based on different non-traditional characteristics such as interest only mortgage laons, payment option ARMs, reduced documentation, Adjustable Rate Mortgage.
  4. Non-Traditional Mortgage Complaints: The number of complaints received relating to non-traditional mortgage loans. The data is broken down into total consumer complaints received, resolved complaints, unresolved complaints, and total complaints, and number of workout arrangements used to resolve complaints.
  5. Foreclosures: The aggregate number of completed foreclosures. It also provides a list of licensees that have reported completing more than 175 foreclosures in a year.

The 2015 Annual Report also provided the following licensing data:

  1. Number of Lender/Servicer Licensees: The number of licensees and branches of licenses.
  2. Lender/Servicer Licenses Issued and Surrendered: The number of CRMLA licenses issued and surrendered, the number of new branch licenses, and the number of branch licensees surrendered.
  3. Lender/Servicer License Applications: CRMLA License applications received, withdrawn, and abandoned. All applications are received though the Nationwide Mortgage Licensing System (NMLS).
  4. Mortgage Loan Originator Licensing Data: Mortgage loan originators (MLOs) are employees of companies licensed under the CRMLA. The report provides the number of MLOs licensed under CRMLA and the number MLO applications.
